The Environment Ministry begins public consultation on the decree that will regulate the assessment report for buildings over 50 years old

The Official Gazette of Galicia publishes today the announcement by which this process is initiated for this new tool, which also creates the Galician Register of Building Evaluation Reports in which all the memoranda that are drafted in Galicia will be inscribed

Those properties that have a Technical Building Inspection (ITE) certificate will only have to complete the Evaluation Report with the part relating to accessibility and energy efficiency

The Official Gazette of Galicia publishes today the announcement by which the Decree by which the Strategic Assessment Report (IAE) will be regulated, is submitted to public information, in which it will be stated that properties that are more than 50 years old, or more, must have this report.

The IAE will have to be prepared by a competent technician and will serve to prove the situation in which a building is located in relation to its state of conservation, compliance with current regulations on accessibility and its degree of energy efficiency.

This measure will also be mandatory, in addition to residential buildings over 50 years old, for other buildings if so established by regional or municipal regulations. However, the age of the buildings required to obtain the IAE may be reduced by municipal regulations.

In the case of properties declared as Assets of Cultural Interest, the report will include the assessment of the state of conservation of the elements deserving of cultural protection; while the properties that already have the ITE (Technical Inspection of Buildings) these can be incorporated into the IAE, completing the reference to accessibility and energy efficiency.

The elaboration of the IAE guarantees, to the owners of homes and the communities of owners, a detailed knowledge of the situation of the property and allows them to know in a preventive way the possible actions that are necessary to be carried out in it to avoid future deterioration that can cause damage, both to the inhabitants of the property themselves and to third parties.

In this sense, the Xunta enables each year several lines of aid for the execution of the necessary repairs that can be detected through the report, both for actions for the conservation of buildings and in terms of energy efficiency and sustainability of housing, to which more than 12.7 million euros will be allocated; in addition to the incentives reserved for the Integral Rehabilitation Areas (ARIs) and the ARIs of the Camino de Santiago.

The IAE will have a validity of ten years from the date of its issuance, unless the municipality establishes a lower validity through a municipal ordinance. The information and content to be integrated into the IAE is determined on the basis of Law 1/2019, of 22 April, which establishes that the detailed content, structure, scope and effects derived from the building assessment reports will be determined by regulations.

The IGVS is working on a computer application, which will be available to the technicians, in order to allow the transmission of the data of the report to its registry, in order to facilitate and homogenize this procedure.

Galician Register of Reports

The Decree, which is submitted to public information for a period of 15 days from tomorrow, also provides for the creation of the Galician Register of Building Evaluation Reports (REGIAE), in which the IAEs and their updates will be registered, such as the amendment of deficiencies in unfavorable reports, the renewals and cancellations of previously registered reports and the revocation of registrations as a result of the reviews or inspections carried out after registration.

The REGIAE will be public, will be attached to the Galician Institute of Housing and Land and will have a consultation service that will provide citizens with the main data of the Register and to the municipalities all the information on the buildings in their area of competence.
